Plan unveiled to bring plug-in cars to California (AP)

Olivier Chalouhi shows off the charging panel of his new electric Nissan Leaf in San Mateo, Calif., Monday, Dec. 13, 2010. The right charger is for home use and the left charger is for charging terminal stations. He is the first customer worldwide to receive the all-electric Nissan Leaf. An alliance of automakers, utility companies, regulators and clean-air advocates are touting an ambitious plan to make California a national leader in adopting electric vehicles by making charging terminals available in thousands of homes, office buildings, shopping malls and other convenient locations within the next 10 years. (AP Photo/Paul Sakuma)AP - Low gas prices, weak batteries and a lack of cooperation between carmakers and utilities caused past efforts to introduce electric vehicles to fizzle.
